The European Union Partnership Mission in Armenia (EUPM Armenia) was formally launched on 13 July 2026, with a roundtable event in Yerevan co-hosted by EU Civilian Operations Commander Stefano Tomat and Armenian Deputy Foreign Minister Vahan Kostanyan. The mission, a civilian advisory body under the Common Security and Defence Policy, will provide strategic advice, technical expertise, and institutional capacity-building to strengthen Armenia's resilience against evolving threats including cyber attacks, foreign information manipulation and interference, and illicit financial flows.
The event, which also featured EU Ambassador to Armenia Vassilis Maragos and EUPM Armenia Head Cosmin Dinescu, brought together civil society, academia, and policy experts for discussions on Armenia's resilience. The mission was established on 21 April 2026 at the request of the Armenian government and has no executive mandate, meaning it does not participate in Armenian decision-making processes. EUPM Armenia is part of a broader EU approach combining short- and long-term support to Armenia, reaffirming the EU's commitment to the country's institutional capacity in the face of increasingly complex challenges.
