The Council of the European Union's Terrorism Working Party (TWP) will convene on 24 July 2026 at 10:00 in the Justus Lipsius building in Brussels to address online radicalisation within the gaming ecosystem, among other counter-terrorism and countering violent extremism (CT/CVE) topics. The meeting, operating in a 2+2 format with Europol invited for the entire session, will feature presentations from the European Commission, the EU Knowledge Hub on the Prevention of Radicalisation, Europol, the EU Intelligence and Situation Centre (IntCen), the GEMS project, and delegations from the Netherlands, Finland, and Portugal, followed by an exchange of views.

The provisional agenda, published on 9 July 2026, also includes information on CT and CVE incidents, as well as updates on CT/CVE activities by the Commission, the European External Action Service (EEAS), the Office of the EU Counter-Terrorism Coordinator, and Europol. The meeting will cover classified information classified as CONFIDENTIEL UE/EU CONFIDENTIAL, requiring delegates to hold a valid Personnel Security Clearance (PSC) at that level to attend the classified items. All electronic devices must be stored in lockers during those discussions.

Delegations must submit their participant list (maximum two per delegation) by 17 July 2026, including last name, first name, nationality, date of birth, and organisation, to twg@consilium.europa.eu. PSC certificates must be sent by the National Security Authority or competent authority to security.clearances@consilium.europa.eu; delegates cannot send them themselves. The meeting underscores the EU's focus on emerging threats such as online radicalisation in gaming, a sector increasingly scrutinised for its potential to spread extremist content.
