On 7 July 2026, the Council of the European Union published a legislative act formalising an agreement between the EU and Japan that enables Japan to participate in EU programmes, with specific terms for Horizon Europe (2021-2027) and other initiatives set out in separate protocols. The agreement, signed by both parties, establishes a framework under which Japanese entities may join EU programmes or activities open to them under the relevant basic acts, provided those programmes are covered by protocols annexed to the agreement.
Under the terms, Japanese entities must comply with the same rules as EU Member State entities regarding eligibility, submission, assessment, and selection, unless otherwise specified in the protocols. Japanese representatives may attend committee meetings as observers but cannot vote, though they will be informed of voting results. The protocol for Horizon Europe can be amended by the Joint Committee, derogating from Article 17(8) of the agreement.
Japan's financial contribution comprises an operational contribution, calculated based on a GDP ratio, and a participation fee set at 4% of the annual operational contribution, adjustable from 2028 by the Joint Committee. For 2026 and 2027, the participation fee is fixed at 3% and 4% respectively. The operational contribution for Horizon Europe is specified in Annex I of the protocol. An automatic correction mechanism applies to programmes covered by protocols, limited to parts implemented through competitive call grants.
This agreement opens EU programmes to Japanese research institutions, universities, and companies, allowing them to collaborate on an equal footing with EU entities. For EU stakeholders, it broadens the pool of potential partners and funding recipients, potentially accelerating innovation. Japanese participants gain access to EU funding and networks, while EU taxpayers may see a modest net financial benefit from Japan's contributions. The participation fee and GDP-based operational contribution ensure Japan bears a share of programme costs.
