The EU Council's Working Party on the United Kingdom is scheduled to meet on 26 June 2026 in Brussels to address several outstanding issues in UK-EU relations, including the UK's financial contribution, participation in the internal electricity market, and fisheries arrangements under the Trade and Cooperation Agreement (TCA). The meeting, set for 09:45 in the Justus Lipsius building, will also cover preparations for implementing the Gibraltar agreement and a handover from the Cyprus Presidency.
The agenda, published in a notice of meeting dated 24 June 2026, lists six substantive items. The European Commission is expected to provide a horizontal update on the state of play of UK-EU relations under a 'Common Understanding' item. On the UK's financial contribution, the Commission will update on negotiations for an agreement regarding the UK's regular financial contribution towards reducing economic, social and territorial disparities in the Union (document WK 6339/26). This follows the UK's departure from the EU and ongoing discussions on its financial obligations.
Regarding energy, the Commission will update on negotiations for an agreement on the UK's participation in the internal electricity market (document WK 6338/26 REV 1). This item reflects the EU's interest in maintaining integrated energy markets with the UK post-Brexit, balancing security of supply and market efficiency.
On fisheries, the Commission will present proposals for two Council Decisions: one amending Decision 2021/1765 (setting the EU position in the Specialised Committee on Fisheries for 2021-2026) and another amending Decision 2021/1875 (setting the EU position in annual consultations with the UK on total allowable catches). The proposals are contained in documents ST 11015/26 + ADD 1 and ST 11016/26 + ADD 1. These decisions are part of the ongoing management of shared fish stocks under the TCA.
The Working Party will also receive a Commission update on preparations for implementing the agreement on Gibraltar, which has been a longstanding issue in UK-EU relations. Finally, the Cyprus Presidency will present a closure item, marking the end of its term.
The meeting is a technical-level discussion among EU member state representatives, preparing the ground for further Council decisions. No immediate decisions are expected from the Working Party itself, but its discussions will inform the EU's negotiating positions and next steps in UK-EU relations.
