Renew MEP Karin Karlsbro has asked the EU's top diplomat how the bloc intends to tackle the alleged circumvention of sanctions through the trade in grain looted from Russian-occupied Ukrainian territories. In a parliamentary question submitted on 3 May 2026, Karlsbro warns that stolen grain is reaching international markets via complex maritime routes, potentially financing Russia's war effort. The question targets the Vice-President of the Commission / High Representative for Foreign Affairs and Security Policy.
The MEP cites investigative reports detailing the use of 'dark fleet' vessels, deactivated tracking systems, ship-to-ship transfers, and falsified documentation to obscure the grain's origin. She asks whether the VP/HR plans to propose sanctions against individuals, companies, or intermediaries knowingly involved in such practices. Karlsbro also requests additional measures to strengthen monitoring, traceability, and enforcement, including cooperation with international partners and maritime authorities.
This is a priority question under Rule 144, requiring a response within approximately six weeks. The answer will signal the EU's policy direction on enforcing sanctions related to Ukrainian agricultural products and combating circumvention.
