The Council of the European Union has published a Commission delegated regulation, adopted on 26 June 2026, that corrects translation errors in the Dutch, Greek, Hungarian, Irish, Lithuanian, Slovak, Slovenian and Swedish language versions of Regulation (EU) 2021/821 on dual-use export controls. The errors were introduced by earlier delegated regulations (EU) 2022/1 and (EU) 2025/2003 and affect definitions and technical specifications in Annex I, covering nuclear reactors, vacuum characteristics, metal types and filter types. The regulation enters into force on the twentieth day after publication in the Official Journal.
the Hungarian, Lithuanian, Slovak and Swedish versions of Annex I, Part I contain errors in the definition of nuclear reactor; the Dutch, Greek, Slovenian and Swedish versions of Annex I, Part IV, point 2B510.b.2 contain an error on vacuum characteristics; the Irish and Swedish versions of Annex I, Part V, point 3B501.n.4 contain an error on the type of metal; and the Swedish version of Annex I, Part V, point 3B501.n.7.b.1 contains an error on the type of filter. The corrections ensure that the technical specifications in those language versions align with the original English text, preventing misinterpretation by exporters and national licensing authorities.
Exporters of dual-use goods in the affected language regions will benefit from clearer, legally accurate definitions, reducing compliance risks and potential licensing delays. National licensing authorities in the eight member states will have corrected reference texts, streamlining their review processes. The corrections impose no new regulatory burdens but ensure uniform application of controls across the EU. The European Commission and Council avoid potential legal challenges arising from ambiguous wording in the affected language versions.
