Ministry Orders ISAL University Closure by 2026 After Accreditation Loss

EU Funding & Programmes · Education, Youth, Sport and Culture · html · 2026-04-10

The Ministry of Education, Science and Innovation ordered the compulsory closure of the Instituto Superior de Administração e Línguas (ISAL) in Funchal by 31 October 2026 after the Agency for Assessment and Accreditation of Higher Education (A3ES) did not renew its accreditation. Measures were taken to safeguard students’ interests, including completing the current academic year, transferring to other institutions, and preserving academic records. ISAL students enrolled in 2025-2026 in the Bachelor's programs in Business Management and Tourism who have not finished their courses were allowed to apply for inter-institutional/course changes, with these places not counting toward legal caps. The Institute for Higher Education and the General Inspectorate of Education and Science will oversee the organization and safekeeping of ISAL’s essential documents, which will be handed to the University of Madeira for access by the ISAL community and for issuing academic records when needed. In October 2024, A3ES decided not to renew ISAL’s accreditation after it had obtained “insufficient” in four of seven parameters, and it failed in several legal requirements. The decision became final after court challenges were dismissed. Under article 153(2) of the RJIES, compulsory closure procedures were initiated and completed with a Closure Decree.
