The European Committee of the Regions has formally renounced its right to be consulted on the proposed Regulation on circularity requirements for vehicle design and end-of-life vehicles, according to a Council cover note dated 26 June 2026. The renunciation letter, received by the Council on 23 June 2026, means the legislative process will proceed without the Committee's formal opinion.
The proposal, under interinstitutional file 2023/0284 (COD), aims to establish circularity requirements for vehicle design and management of end-of-life vehicles, amending Regulations (EU) 2018/858 and 2019/1020 and repealing Directives 2000/53/EC and 2005/64/EC. The Committee's decision to step back from its advisory role removes one procedural step, potentially accelerating the legislative timeline. The European Parliament and the Council will now continue negotiations on the file without input from the Committee of the Regions, which represents regional and local authorities across the EU. The move is procedural and does not affect the substance of the proposal, which remains under discussion among co-legislators.
