The European Parliament's Socialists and Democrats (S&D) group has tabled an amendment to the 2025 Commission report on North Macedonia, defending the original text's call for fair ethnic representation in the country's public administration. The amendment, published on 12 June 2026, responds to the Constitutional Court's decision to annul quotas for Albanian and other communities, and seeks to retain the existing language on multi-ethnic composition.

The amendment, submitted by MEPs Kathleen Van Brempt, Nacho Sánchez Amor, and Thijs Reuten, proposes no new substantive language but rather insists on keeping the original paragraph verbatim. This procedural move signals the S&D's opposition to any potential deletion or weakening of the call for ethnic quotas, which they view as essential for protecting minority representation.

As the only amendment submitted in this document, no comparison with other political groups is possible. The S&D position underlines the importance of ensuring adequate and fair representation of all communities in North Macedonia's administration, in response to the Constitutional Court's decision.

The report, drafted by Greens/EFA MEP Thomas Waitz, is part of the European Parliament's annual assessment of North Macedonia's progress towards EU accession. The amendment will be considered during the plenary session, with the final vote expected to shape the Parliament's position on the country's reform efforts.
