The European Commission has published a staff working document assessing Denmark's implementation of the Nitrates Directive (91/676/EEC) for the 2020-2023 reporting period, highlighting persistent water quality challenges despite long-standing mandatory measures. The country fiche, dated 23 July 2026, evaluates Denmark's action programme, water monitoring data, and agricultural pressures, and includes recommendations to address nitrate pollution and eutrophication.

Denmark has applied a nationwide action programme since 1993, updated annually, with measures including restrictions on fertiliser application periods, prohibitions on steep or frozen ground, and near watercourses. Fertiliser application standards for crops and grass on humus soils were lowered, and organic fertiliser utilisation requirements increased. Controls in 2020/2021 covered about 2.3% of holdings through 683 inspections. A derogation allowing up to 230 kg N/ha per year from livestock manure on cattle farms with high nitrogen uptake crops expired in July 2024.

Water quality data shows that 14.8% of groundwater monitoring points exceed the 50 mg/l nitrate limit, with hotspots increasing to 18.7% (up 1.7 percentage points from the previous period). No surface water points exceed 50 mg/l, but 81.9% of monitoring points are eutrophic (up 2.5 pp). Coastal and marine waters remain under eutrophication pressure; land-based nitrogen loads need reduction to approximately 38,300 tonnes per year, but forecasts indicate a 13,000-tonne gap by 2027. High livestock density (1.4 livestock units per hectare vs EU average 0.7) and agricultural land covering 63% of the country drive pollution risks.

The Commission recommends reinforcing measures for groundwater and surface water quality, closing data gaps on nutrient balances (Denmark did not report nitrogen and phosphorus balances to Eurostat), aligning with the Water Framework Directive, limiting phosphorus, and improving climate resilience. The expiry of the derogation and ongoing action programme changes may affect future compliance and water quality outcomes. The fiche serves as a technical assessment to guide further national and EU-level action on nitrate pollution.
