The Council of the European Union is set to formally adopt 27 integrated Country-Specific Recommendations (CSRs) for all Member States on 8 July 2026, covering economic, social, employment, structural and budgetary policies. The recommendations, which combine economic and employment advice under Articles 121(2) and 148(4) TFEU, aim to guide national reforms in line with EU fiscal and structural priorities.

The adoption follows a process that began on 3 June 2026, when the European Commission submitted 27 draft recommendations to the Council. The European Council discussed the integrated CSRs on 18–19 June 2026, and the Council approved the employment and social aspects on 29 June 2026. The recommendations comply with Regulation 2024/1263, in force since 30 April 2024, and, where applicable, with the preventive part of the macroeconomic imbalances procedure under Article 6(1) of Regulation 1176/2011.

The final texts for each Member State are listed in the annex (documents 11113/26 through 11139/26). The CSRs are non-binding but carry political weight, as they are part of the European Semester cycle. Member States are expected to reflect them in their national budgets and reform programmes. The adoption by the Council marks the final step in the EU-level coordination, after which implementation will be monitored by the Commission.
