The Council of the European Union has published a notice of meeting and provisional agenda scheduling an EU coordination meeting on 29 June 2026 at 10:30 at the United Nations Campus in Nairobi, Kenya. The meeting will prepare the EU delegation for the informal in-person Heads of Delegation meeting to the International Negotiating Committee (INC) taking place from 30 June to 3 July 2026.

The agenda includes a welcome and introduction by the Presidency, organisation of work, a meeting with the INC Chair, debriefs of recent meetings, preparation for the Heads of Delegation meeting, finalisation of the EU opening statement and lines to take (LTTs), discussion on EU and member state positions, and an outreach strategy. Further coordination meetings may be convened on the spot as necessary. The contact for the meeting is environment@consilium.europa.eu.

This coordination meeting comes as the EU seeks to align its negotiating stance ahead of the INC session, which is part of ongoing global efforts to develop an international legally binding instrument on plastic pollution, including in the marine environment. The EU has been a key proponent of ambitious global action on plastics, and this internal coordination aims to ensure a unified EU position during the negotiations.

The meeting will involve representatives from EU member states and the European Commission, with the Presidency providing information and leading discussions. The outcome of the coordination will shape the EU's opening statement and its engagement with other parties at the INC meeting.
