A cover note from the Council of the European Union, dated 30 June 2026, transmits the European Commission's twenty-second annual report on the implementation of Council Regulation (EC) No 866/2004, covering the period from 1 January to 31 December 2025. The report provides detailed statistical data on trade, movement of persons, and vehicles across the Green Line in Cyprus, monitoring the regulation's application and its effects on the situation in Cyprus.

The report, based on data from the Turkish Cypriot Chamber of Commerce and Republic of Cyprus authorities, shows that total goods for which accompanying documents were issued in 2025 amounted to €15,865,325.18, while goods actually crossing the Green Line reported by Republic of Cyprus authorities totaled €14,430,669. The most traded products included building and construction materials (32.79%), furniture (19.08%), plastic products (15.14%), and scrap and waste (11.45%). Movement of persons across crossing points totaled 3,436,745 in 2025, with 1,453,135 Greek Cypriots and 1,983,610 Turkish Cypriots. Vehicle movements totaled 1,581,847, with 833,786 Greek Cypriot and 748,061 Turkish Cypriot vehicles.

The report indicates continued economic interaction between the two communities, with significant trade in construction materials and furniture, suggesting ongoing cross-community economic integration. The disparity between issued accompanying documents (€15.87 million) and actual goods crossing (€14.43 million) may indicate administrative or logistical barriers to trade. High movement of persons (over 3.4 million) and vehicles (over 1.5 million) reflects sustained social and economic contact across the Green Line, potentially fostering reconciliation. The data can inform EU policy adjustments to further facilitate trade and movement, supporting the broader goal of reunification and stability in Cyprus.
