A Commission staff working document published on 16 July 2026 assesses Austria's implementation of the Nitrates Directive (91/676/EEC) for the 2020-2023 reporting period, finding stable groundwater nitrate levels but rising eutrophication in surface waters. The document, transmitted to the Council via a cover note, recommends stronger measures to meet Water Framework Directive goals.

Austria applies mandatory measures nationwide without designating Nitrate Vulnerable Zones, a policy in place since 1996. According to the assessment, 6.8% of groundwater monitoring points exceed the 50 mg/l nitrate limit, while 93.2% remain below. Groundwater nitrate hotspots—points at or above 50 mg/l or between 37.5 and 49.99 mg/l with a rising trend—decreased from 9.3% in the 2016-2019 period to 8.4% in 2020-2023. In surface waters, all monitoring points are below the 50 mg/l threshold, but 19.5% are eutrophic or at risk of becoming eutrophic, up from 18.8% in the previous period.

The document notes that Austria's livestock density stands at 0.86 livestock units per hectare of utilised agricultural area, above the EU average of 0.7. The gross nitrogen balance is 35.3 kg per hectare. The Commission recommends reinforcing existing measures, considering phosphorus limits, and improving cooperation and climate resilience to address the rising eutrophication trend.

The working document is part of the Commission's regular reporting cycle under the Nitrates Directive and feeds into the broader EU water policy framework. No further institutional follow-up has been announced.
