The European Union, together with the Libyan Government Communication Centre (LGCC) and the RNTC Media Training Centre, launched the Libya Media Development Programme (LMDP) on 24 June 2026 in Tripoli, aiming to strengthen the country's media sector through training, digital transformation, and sustainability support. The two-year, EU-funded programme, implemented by RNTC in partnership with the Annir Initiative, targets journalists, media organisations, and civil society actors facing challenges such as digital safety risks, disinformation, and rapid technological change. Its three core objectives are: strengthening professional capacities through tailored training and mentoring; facilitating dialogue among media institutions, authorities, and stakeholders for responsible information governance; and enhancing media organisations' sustainability through organisational development, digital transformation, and innovative business approaches. The launch event brought together Libyan government representatives, media institutions, civil society, journalists, and international partners. EU Ambassador to Libya Nicola Orlando said the programme is a concrete example of partnership supporting dialogue, participation, and public trust in a united and democratic Libya. Mohamed Abuhelga, General Manager of the LGCC, emphasised the need for a genuine strategy to build national talent and localise professional best practices. RNTC Executive Director Wouter van Tongeren noted that media makers must find their audience and win trust with engaging quality content in a fragmented information ecosystem. The programme's partnership-based approach involves local, regional, and international actors to encourage knowledge exchange and collaborative initiatives. No prior EU initiatives on Libyan media development were identified in recent records.
