High Representative Kaja Kallas has firmly stated that the European Union cannot act as a neutral mediator between Russia and Ukraine, insisting instead that the bloc must be directly involved in any peace process as a defender of its own core security interests. In a written answer to MEP Loucas Fourlas (EPP) on 2 July 2026, Kallas outlined the EU's position on recent US-led mediation initiatives and the bloc's intended role in future negotiations, signalling that the EU will not accept being sidelined from talks that affect European security.

The answer, responding to a parliamentary question, reaffirms the EU's support for genuine diplomatic efforts to end Russia's war of aggression, but stresses that any peace must be just and lasting, in line with the UN Charter and international law. Kallas emphasised that 'nothing about Europe can be decided without Europe' and that Ukraine's sovereignty, territorial integrity, and right to choose its alliances—including EU accession—are non-negotiable. The EU will maintain pressure on Russia through sanctions and continue supporting Ukraine militarily, economically, and politically to create conditions for meaningful negotiations.

The response contains no concrete proposals or timelines for EU-led mediation, instead offering declarative support for coordination with the US, Ukraine, and other partners. Kallas noted that diplomatic efforts have taken shape in various formats, including US-led initiatives, the coalition of the willing, and direct talks between Ukraine and Russia. The EU's role is framed as a guarantor of security guarantees and accountability for Russia's violations, rather than as a neutral broker.

The EU positions itself as a stakeholder with direct security interests, rejecting any peace process that excludes it. The answer signals continued alignment with Ukraine and a hard line against Russia, with no shift toward neutrality or flexibility.

No immediate next steps are announced. The EU will remain engaged with Ukraine and partners to ensure any diplomatic process strengthens Ukraine's sovereignty and European security. The reference to the Gymnich informal meeting of foreign affairs ministers suggests ongoing coordination within the Council.
