A cover note from the Council of the European Union, dated 30 June 2026, transmits the European Commission's 2025 Annual Report on the European Union Solidarity Fund (EUSF). The report sets out country-specific major disaster thresholds for 2025 and provides a detailed overview of six applications received during the year, with total direct damage ranging from EUR 252 million to EUR 18 billion across events in Spain, France, Romania, and Cyprus.

The document, submitted to the European Parliament and the Council, establishes thresholds based on 0.6% of GNI or EUR 3 billion in 2011 prices, whichever is lower, for all EU member states and candidate countries including Albania, Montenegro, North Macedonia, Serbia, Türkiye, Bosnia and Herzegovina, and Moldova. The six applications detailed are: Spain (DANA floods in October 2025, total direct damage EUR 18 billion, EUSF contribution EUR 941 million); France (Cyclone Chido in Mayotte, EUR 1.3 billion damage, EUR 68 million contribution); France (Cyclone Garance in Réunion, EUR 252 million damage, EUR 6.3 million contribution); Romania (floods in September 2025, EUR 1.2 billion damage, EUR 61 million contribution); Cyprus (wildfires in June 2025, EUR 286 million damage, EUR 7.2 million contribution); and Spain (wildfires in July 2025, EUR 1.1 billion damage, EUR 56 million contribution). Aid rates vary from 2.50% to 5.23% of total damage, depending on the disaster category (major or regional) and eligible operations.

The report also records dates for advance decisions, communications, and awarding decisions where applicable. It serves as a transparent record of EUSF financial assistance, highlighting the fund's role in supporting disaster recovery across member states and candidate countries. The data may inform future EU budget allocations and disaster preparedness policies by illustrating the scale and frequency of natural disasters in 2025. For member states, the report provides a reference for eligibility criteria and application procedures for future EUSF mobilizations.
