On 10 July 2026, the Council adopted a revised global connectivity strategy, extending the EU's approach worldwide to advance economic, foreign, security interests and EU values. The strategy covers transport, energy, digital, and human dimensions, emphasising a rules-based, human-centric approach. It notes that the Covid-19 pandemic exposed connectivity's strategic importance for growth, security, and resilience, and values the EU's role as a norm setter, applying G20 Principles for Quality Infrastructure Investment and the Paris Agreement.

The Council welcomes partnerships with Japan (September 2019), India (May 2021), and the EU-ASEAN joint Ministerial Statement (December 2020). It requests the Commission and High Representative to implement the agenda globally, including Africa, Arctic, Middle East, Latin America, Central Asia, Eastern Partnership, and Western Balkans. The Council invites steps such as a Team Europe approach, high-impact projects, mapping initiatives, new priorities in the 2021-2027 MFF, and a Business Advisory Group. It also calls for a Task Force dedicated to connectivity and annual progress reports.
