The EU Council's Working Party on the United Kingdom (attachée) is scheduled to meet on 22 July 2026 in Brussels to discuss fisheries decisions and receive updates on youth mobility and emissions trading negotiations with the UK. The meeting, set for 09:30 at the Justus Lipsius building, will focus on finalising EU positions on fisheries and reviewing progress in other bilateral talks.
Under fisheries, the Working Party will exchange views on two proposals: a Council Decision amending Decision 2021/1765 concerning the EU position in the Specialised Committee on Fisheries (ST 11015/26 + ADD 1), and a Council Decision amending Decision 2021/1875 on the EU position in annual consultations with the UK on total allowable catches (ST 11016/26 + ADD 1). The aim is to reach agreement on these texts, which would update the EU's negotiating mandates for fisheries management under the Trade and Cooperation Agreement.
The Commission will provide updates on two other dossiers. On the Youth Experience Scheme (item 2a), the Commission will report on negotiations (WK 13823/25 REV 3), which aim to facilitate youth mobility between the EU and UK. On emissions trading (item 2b), the Commission will update on negotiations linking the UK and EU greenhouse gas emissions trading systems (WK 17494/25 REV 1), a key element of post-Brexit climate cooperation.
The meeting will also include an 'Any Other Business' session for additional items. The Working Party's discussions will feed into the preparation of formal Council decisions and positions ahead of further negotiations with the UK.
The fisheries decisions directly affect EU fishing fleets and coastal communities, as they determine access to UK waters and quota allocations.
