The European Food Safety Authority (EFSA) identified four emerging risks to food safety in 2025, out of 55 topics considered, according to its annual report on emerging risks and horizon scanning activities published on 15 July 2026. Contaminants and biological hazards accounted for the largest share of concerns, confirming ongoing pressures in these domains.
Of the 55 topics, 43 were analysed in depth and 25 were characterised through structured assessments involving the Emerging Risks Exchange Network and the Stakeholder Discussion Group on Emerging Risks. Several issues required further information, reflecting early signal uncertainty and the need for continued monitoring and research. Horizon scanning activities complemented this work by identifying broader drivers, trends and weak signals, including technological innovations, environmental changes and geopolitical developments.
EFSA reinforced its collaborative approach in 2025, engaging with EU agencies, international organisations and Member States. It contributed to major initiatives such as interagency horizon scanning exercises and the European Commission Strategic Foresight Report. The establishment of the EU Early Warning System for emerging chemical risks marked a key milestone in enhancing inter-institutional coordination and data sharing.
The report demonstrates EFSA's increasing maturity in anticipatory governance, combining scientific expertise, network-based intelligence and foresight methodologies. This integrated approach supports the EU's capacity to address complex and evolving food safety challenges and ensures that EFSA remains responsive to emerging risks and future uncertainties.
