The EU Council's Ad Hoc Working Party on the follow-up to the Council Conclusions on Cyprus of 26 April 2004 is scheduled to meet on 15 July 2026 to discuss two reports covering the 2025 implementation of the Green Line Regulation and EU financial assistance to the Turkish Cypriot community. The meeting, set for 14:30 in the Justus Lipsius Building in Brussels, will feature presentations and exchanges of views on both documents.

The first agenda item concerns the twenty-second report on the implementation of Council Regulation (EC) No 866/2004 of 29 April 2004, known as the Green Line Regulation, covering 1 January to 31 December 2025 (document ST 11344/26 + ADD 1). This regulation governs the movement of goods and persons across the Green Line dividing the island. The second item is the twentieth annual report on the implementation of EU assistance under Council Regulation (EC) No 389/2006 of 27 February 2006, which establishes an instrument of financial support for encouraging the economic development of the Turkish Cypriot community (document ST 11345/26). The working party will also address any other business under the third agenda item.

The meeting provides an opportunity for member states to review the effectiveness of the Green Line Regulation in facilitating trade and movement while maintaining security, and to assess the impact of EU financial aid aimed at promoting economic development and reconciliation in the Turkish Cypriot community. Stakeholders impacted include the Turkish Cypriot community, which benefits from EU assistance; Greek Cypriot authorities, who are affected by cross-border movements; EU member states, which oversee implementation; and EU institutions, which fund and monitor the programs. The working party's discussions may inform future adjustments to the regulations or aid priorities, though no immediate decisions are expected from this exchange of views.
