The European Union, in a statement delivered at the OSCE Permanent Council on 2 July 2026, condemned Russia's ongoing war of aggression against Ukraine, calling for an immediate and unconditional ceasefire and reiterating its unwavering support for Ukraine's independence, sovereignty, and territorial integrity. The statement, published by the EEAS on 3 July 2026, also condemned the deployment of DPRK military forces and continued support from Iran and Belarus to Russia's war effort, and urged all countries to cease any assistance to Russia.

The EU reaffirmed its commitment to a comprehensive, just, and lasting peace grounded in international law and the UN Charter, stressing that Ukraine's long-term security must be guaranteed and that the path to peace cannot be decided without Ukraine. It expressed readiness to contribute to robust security guarantees through the Coalition of the Willing and in cooperation with the United States. The statement also highlighted the need for accountability for violations of international law and the return of all forcibly transferred Ukrainian children, welcoming the return of 74 children in May 2026. It noted the recent prisoner exchange that allowed 160 Ukrainian servicemen to return home and demanded the release of unlawfully detained civilians, including three OSCE staff members. The statement was aligned with 16 other countries, including Albania, Norway, and Ukraine.
