The Permanent Representatives Committee (Coreper) of the EU Council is scheduled to meet on 15 July 2026 at 09:30 in Brussels to discuss energy, internal market, and transport items, and to approve non-discussion items, according to a notice of meeting and provisional agenda published on 10 July 2026.

On energy, Coreper will take stock of the state of play on implementing the Regulation on methane emissions reduction in the energy sector, based on document 11653/26. The Presidency will also debrief on the trilogue outcome for the European Grids Package, a directive amending Directives (EU) 2018/2001, (EU) 2019/944, and (EU) 2024/1788 on accelerating permit-granting for grid projects.

Under internal market and industry, Coreper will provide guidance for further work on two key legislative files: the 28th Regime Corporate Legal Framework, known as EU Inc. (doc 11522/26), and the Industrial Accelerator Act (doc 11374/26). These discussions aim to steer the direction of the proposals ahead of formal negotiations.

In transport, Coreper will analyse the final compromise text on amending the Eurovignette Directive (1999/62/EC) on road charging for heavy goods vehicles (doc 11600/26), as well as the final compromise text on passenger rights enforcement (doc 11583/26 + ADD 1).

The non-discussion items listed in the annex include approval of minutes from the AGRIFISH Council of 26 May 2026 and the COMPET Council of 28-29 May 2026, approval of third-party attendance at Working Parties on 3 and 7 September 2026, adoption of a Council Decision on a Protocol amending the Euro-Mediterranean Aviation Agreement with Morocco regarding Croatia's accession, and confirmation of the final compromise text empowering France to accede to the Inter-American Convention for the Protection and Conservation of Sea Turtles.

The meeting will set the stage for further Council negotiations on these files, with Coreper's guidance shaping the positions of member states ahead of formal adoption.
