The Permanent Representatives Committee (Coreper) is set to examine draft replies to two written questions from Members of the European Parliament on 8 July 2026, according to a Council document published on 3 July 2026. The Presidency proposes to adopt the replies via the 'silence procedure' under Article 12(2)(a) of the Council's Rules of Procedure, meaning the texts will be considered approved unless a member objects within a set deadline.
The first question (E-001146/2025), submitted by 21 MEPs from The Left, Verts/ALE, and S&D groups, concerns the suspension of EU military cooperation with Rwanda. The MEPs cite findings of Rwandan support for the M23 rebel group in the Democratic Republic of the Congo. The draft reply, referenced in document 11159/26 PE-QE 48, will outline the Council's position on the matter.
The second question (E-001616/2026), from MEP Siegbert Frank Droese (ESN), addresses the inclusion of German journalist Hüseyin Doğru on the EU sanctions list. The draft reply, contained in document 10597/26 PE-QE 43, will explain the rationale behind the listing.
Coreper's examination of the draft replies is a procedural step before formal adoption. The silence procedure allows the Presidency to adopt the texts without a formal vote, provided no objections are raised. This mechanism is commonly used for routine or non-controversial decisions.
EU external relations and sanctions policy. The Rwanda question reflects ongoing concerns over the conflict in eastern DRC and allegations of external involvement, while the journalist's case raises issues related to EU sanctions regimes and their application to individuals.
Once Coreper approves the draft replies, the Presidency will proceed with adoption. The replies will then be sent to the respective MEPs as official Council responses.
