The meeting included Defence Ministers from eight EU frontline countries—Bulgaria, Estonia, Finland, Latvia, Lithuania, Poland, Romania, Hungary, and Slovakia—alongside High Representative/Vice-President Kaja Kallas and the Danish Council Presidency. Ukraine's Defence Minister Denys Shmyhal contributed battlefield wisdom, with NATO observing.
Concrete Defence Measures Outlined The group agreed to transition from concept to tangible actions, focusing on the "Drone Wall" as the initiative’s core. Proposed measures include advanced drone detection, tracking, interception capabilities, ground defences like anti-mobility systems, enhanced maritime security in the Baltic and Black Seas, and space-based situational awareness. Kubilius emphasized the urgency caused by repeated airspace violations attributed to Russia, framing the response as "firm, united, and immediate."
Policy Orientation and Implementation Plans Kubilius indicated plans to secure political support at the upcoming October European Council, develop a technical roadmap with national experts, mobilise the European defence industry, and establish an EU financial framework to realize the shield.
