The European Union, in a statement delivered at the 62nd session of the UN Human Rights Council on 29 June 2026, strongly condemned the grave human rights violations and abuses committed in eastern Democratic Republic of the Congo by government forces and armed groups, and called for all those responsible to be held to account. The statement was made during an Enhanced Interactive Dialogue on the oral update of the Commission of Inquiry on the situation in North Kivu and South Kivu provinces.

The EU expressed horror at reports of extrajudicial, summary and arbitrary executions, and voiced serious concern over the impact of drone strikes on civilians. It also condemned the widespread use of sexual and gender-based violence, particularly against women and girls, and grave violations against children, demanding that such acts end immediately and that accountability be delivered without delay. The EU called on Rwanda to deliver on the disengagement of its forces and immediately cease all support to the M23 armed group, and on the M23 to cease offensive operations and withdraw from all controlled areas. It also urged the DRC government to stop supporting armed groups and to continue efforts to neutralize the FDLR.

The EU stressed the urgent need to implement a ceasefire, protect civilians and aid workers, and ensure safe, rapid and unhindered humanitarian access, especially in the context of the current Ebola outbreak. It called on all parties and third countries to cooperate fully with ongoing investigations by the International Criminal Court. The EU reaffirmed its support for ongoing peace efforts, emphasizing that African leadership is central to lasting peace. The statement concluded by asking the Commission of Inquiry which actions should be prioritized to end the cycle of violence and impunity in eastern DRC.
