A European study highlights stronger cooperation between Distribution System Operators (DSOs) and cities to support the energy transition. The COPPER Project involved seven European DSOs and introduces the City-Grid Interface (CGI) as a practical mechanism to convert city-level energy ambitions into grid-aware actions. CGI sits at the core of Local Energy Action Plans (LEAPs), translating policy objectives into implementable measures within local grids. Benefits include better demand forecasting, anticipatory planning, streamlined permitting, faster project delivery, and enhanced grid resilience, while cities can offer flexibility services and new business models.
The report presents concrete cooperation examples and key lessons, arguing that closer DSO-city collaboration can alleviate aging infrastructure and congestion while delivering green, affordable energy.
