A European Commission staff working document published on 13 July 2026 assigns a 39.1% climate contribution and a 24.0% digital contribution to Romania's modified recovery and resilience plan (RRP), with an A-rating on all assessment criteria except costing, which retains a B-rating. The document accompanies a proposal for a Council implementing decision to amend the 2021 approval of Romania's RRP.
The modifications, submitted by Romania under Article 21(1) of the Recovery and Resilience Facility Regulation, affect 92 measures and are justified by objective circumstances. The updated tracking aligns with the NextGenerationEU Road to 2026. Reforms and investments under the REPowerEU chapter are excluded from the digital target calculation. The document details intervention fields and coefficients for each measure, such as measure C1.I.4b (40% climate) and C7.I.1 (40% climate, 100% digital).
Romania's revised plan maintains a strong climate focus, with over a third of its budget directed toward climate objectives, while the digital share remains below the EU-wide target of 20% for digital spending. The B-rating on costing indicates that the cost estimates are only partially justified, a common assessment across many member states' plans. The Commission's analysis confirms that the modifications do not lower the plan's overall ambition.
The proposal now moves to the Council for adoption. Once approved, Romania will be able to access the adjusted allocation under the Recovery and Resilience Facility, which provides grants and loans to support post-pandemic recovery and green and digital transitions.
