The European Food Safety Authority (EFSA) has concluded that the 2025 post-market monitoring (PMM) report for genetically modified oilseed rape (OSR) 73496 confirms that the assumptions used in the pre-market risk assessment for human and animal dietary exposure remain valid, despite the authorisation holder not providing requested consumption data. In a statement published on 11 June 2026, EFSA assessed the annual PMM report submitted by Corteva for the period July 2024 to June 2025, as required under Commission Decision (EU) 2022/529. The assessment found that the methodology and information provided were sufficient to conclude that the conditions considered during the pre-market risk assessment are still applicable.
OSR 73496, which confers tolerance to glyphosate, was first assessed by EFSA's GMO Panel in 2021. The 2025 PMM report is the second annual monitoring report; EFSA assessed the first (covering July 2023 to June 2024) in a 2025 statement. In the 2025 report, Corteva provided EU import data from Eurostat for OSR seed and meal, but did not collect consumption data for humans and animals as required by the authorisation. EFSA noted this omission but considered the overall evidence sufficient.
The report estimates that OSR 73496 cultivation in Australia, Canada, and the USA remained low in 2024, at between [redacted] percent of total OSR harvested area. The estimated amounts of OSR 73496 seeds and meal that may have entered the EU from these countries were [redacted] tonnes, respectively. Compared to the first PMM report, total EU OSR imports increased in 2024-2025, while OSR meal imports decreased. The potential availability of OSR 73496 in the EU increased, but remains limited relative to the conservative assumptions used in the pre-market exposure assessment.
No new food or feed uses of OSR were identified in commercial use, and no OSR food products labelled as GM were found on the EU market. The authorisation holder consulted EU trade associations COCERAL, FEDIOL, and FEFAC, confirming that OSR oil is primarily used for biodiesel and meal for animal feed. EFSA concluded that the monitoring data support the continued validity of the pre-market risk assessment conclusions.
The statement was adopted by EFSA on 26 May 2026 and published on 11 June 2026. It was prepared by EFSA staff and reviewed by the GMO Panel. The European Commission requested the assessment as part of the ongoing post-market monitoring obligations for authorised GM products.
