The European Food Safety Authority (EFSA) has established more stringent health-based guidance values for trifluoroacetic acid (TFA), a persistent environmental breakdown product of PFAS substances, lowering the acceptable daily intake (ADI) from 0.05 mg/kg body weight per day to 0.014 mg/kg and setting a new acute reference dose (ARfD) of 0.07 mg/kg. The revision, published on 20 July 2026, follows a European Commission request to reassess TFA's toxicological properties using updated scientific methods and a larger evidence base.
EFSA reviewed 170 studies and position papers, including new animal studies on developmental and reproductive effects, and applied benchmark dose modelling and a weight-of-evidence approach. The new safe levels reflect findings that TFA affects development, reproduction and thyroid hormones — identified as the most sensitive endpoint — while confirming that TFA is unlikely to damage DNA. The previous ADI, set in 2017, was based on a limited dataset and did not include an ARfD.
The authority applied a standard uncertainty factor of 100 to account for variability between animals and humans and among individuals, plus an additional factor of 5 to address data gaps — notably the absence of long-term carcinogenicity studies and limited data on immune effects during development. The updated benchmarks are intended to inform EU decision-making on food safety, water monitoring and chemical regulation, with implications for pesticide approvals and PFAS-related policies.
EFSA's assessment was carried out in response to a formal request from the European Commission, which asked the agency to collect and review all available evidence on TFA, reassess its toxicological properties, and derive or revise health-based guidance values for consumer dietary exposure. The work drew on data from Member States, industry REACH dossiers, the European Chemicals Agency (ECHA) and EFSA's own previous evaluations.
The new guidance values will serve as reference points for risk managers at the European Commission and Member State level when setting maximum residue limits for pesticides, drinking water standards, and regulatory limits under the EU's chemical legislation. The revision also feeds into broader EU efforts to address PFAS contamination, as TFA is a common terminal degradation product of many PFAS compounds.
Stakeholders most affected include pesticide manufacturers, who may face tighter residue limits for active substances that degrade to TFA; food and water producers, who will need to monitor compliance with stricter benchmarks; and consumers, who benefit from reduced long-term exposure risks. National food safety authorities will need to adapt their monitoring programmes to the new thresholds. The absence of long-term carcinogenicity data and limited immune effects studies remain uncertainties that could prompt future data collection requirements.
