On 8 July 2026, the European Parliament adopted a legislative resolution giving its consent to the conclusion of the Political, Economic and Cooperation Strategic Partnership Agreement between the European Union and Mexico. The vote removes the final institutional hurdle within the EU for the agreement's ratification, enabling the Council to adopt the decision concluding the pact. The resolution is based on the Commission's proposal (COM(2025)0810), the draft agreement (12463/2025), and a recommendation from the Committees on Foreign Affairs and International Trade (A10-0181/2026).
The agreement is expected to deepen political dialogue, enhance trade and investment flows, and strengthen cooperation on global challenges such as climate change and security. By granting consent, Parliament clears the way for the Council to finalise the international agreement under Article 218 TFEU. The resolution instructs Parliament's President to forward the position to the Council, the Commission, and the governments and parliaments of EU member states and Mexico.
The consent procedure marks the culmination of negotiations that began years earlier. The agreement is designed to modernise the EU-Mexico relationship, building on the existing Global Agreement from 2000. It covers political cooperation, economic partnership, and sectoral cooperation, including sustainable development and human rights clauses. The European Parliament's approval signals strong support for closer ties with Mexico, a key strategic partner in Latin America.
