The Permanent Representatives Committee (Coreper II) is scheduled to meet on 1 July 2026 at 09:30 in Brussels to prepare upcoming Council meetings and adopt several decisions, according to a notice of meeting and provisional agenda published by the Council on 26 June 2026.

The agenda includes an exchange of views on the Irish Presidency priorities, the simplification state of play, and EU-UK relations in preparation for the General Affairs Council on 14 July 2026. For the Foreign Affairs Council, Coreper will prepare the approval of a non-binding instrument on the EU-India Trade and Technology Council, scheduled for 15 July 2026. On the Russian aggression against Ukraine, Coreper will exchange views on multiple Council Decisions and Regulations concerning restrictive measures related to Ukraine, Russia, and Belarus. The committee will also prepare the Economic and Financial Affairs Council on 10 July 2026. In the area of Justice and Home Affairs, Coreper will prepare the adoption of a Regulation extending Regulation (EU) 2021/1232, using a written procedure.

Under non-discussion items listed in the annex, Coreper is set to adopt restrictive measures against chemical weapons proliferation, coordinate with third countries on Russia-related measures, and approve third-party attendance at various working parties, including those on Mashreq/Maghreb, HWP ERCHT, COARM, COTER, e-Justice, ACP, and CODEV-PI, along with other administrative and transparency decisions.

the sanctions packages on Russia and Belarus, the EU-India TTC, and the extension of the temporary derogation from certain data protection rules for combating child sexual abuse online. Stakeholders affected include EU member states (implementation of sanctions), EU businesses (compliance costs), tech companies (data processing rules), and civil society (transparency of working parties). The decisions on restrictive measures and the TTC are expected to have moderate impact, while the procedural approvals are routine.
