The Council of the European Union has appointed Romanian diplomat Cosmin George Dinescu as Head of Mission for the newly established European Union Partnership Mission in Armenia (EUPM Armenia), with an initial mandate of one year starting 11 June 2026. The decision was taken by the EU's Political and Security Committee.

EUPM Armenia was established at the request of the Armenian authorities on 26 April 2026, for an initial period of two years, with the objective of enhancing the country's resilience and crisis management capabilities. The mission will support Armenia in addressing multi-layered threats such as cyber-attacks, foreign information manipulation and interference (FIMI), and illicit financial flows, by providing strategic and operational advice.

Cosmin Dinescu is a Romanian diplomat with the rank of Ambassador with over 25 years of experience in international relations. He developed extensive leadership and management expertise through high-level roles within the Romanian Ministry of Foreign Affairs and through his appointments as Ambassador of Romania to Lithuania and Latvia, as well as to Croatia. Most recently, he served for three years as the first Head of the European Union Partnership Mission in the Republic of Moldova (EUPM Moldova), where he guided the establishment of the EU's first civilian CSDP mission focused on supporting national crisis management structures and countering hybrid threats.

EUPM Armenia is the second civilian CSDP mission to Armenia. It is distinct and separate from the EU Mission in Armenia (EUMA) established in 2023, which is tasked with observing and reporting on the situation on the ground, contributing to confidence building and human security in conflict-affected areas.

The appointment follows the EU-Armenia summit held on 4-5 May 2026, where leaders reaffirmed their commitment to deepening bilateral cooperation. The establishment of EUPM Armenia was announced on 21 April 2026, and the mission is expected to complement ongoing EU engagement with Armenia, including political dialogue and support for reforms.
