Council Adopts Protocol to Establish EU-Switzerland Joint Parliamentary Committee

Foreign Policy, Security & Development Cooperation · Foreign affairs · Policy Document · 2026-02-11

The Council of the European Union has adopted a Protocol establishing a Joint Parliamentary Committee to enhance cooperation between the European Parliament and the Swiss Federal Assembly. The decision, formalised on 2 November 2026, aims to foster dialogue and mutual understanding on bilateral relations, particularly regarding the broad bilateral package concluded in 2024.

The Protocol was adopted by the Council as a legislative act, creating a formal framework for parliamentary cooperation. It provides for a committee with equal membership from both parliaments, which will meet annually. The committee may request information from relevant authorities and issue non-binding recommendations. The document falls under the EU's external relations policy area, focusing on institutional ties with neighbouring Switzerland.

The Protocol represents a moderate step towards deeper institutional integration between the EU and Switzerland. By establishing a permanent parliamentary dialogue, it strengthens oversight and democratic input into bilateral relations. However, the committee's recommendations remain non-binding, preserving national sovereignty for both sides. The trade-off lies between enhancing cooperation (favoured by integrationists) and maintaining flexibility (preferred by those cautious about supranational influence).

Impact on stakeholders: The European Parliament and Swiss Federal Assembly gain a formal platform for exchange, increasing their role in shaping bilateral relations. The annual meetings and information requests enhance transparency and oversight. EU and Swiss governments face additional scrutiny from their respective parliaments, but benefit from improved mutual understanding that may facilitate future agreements. Citizens and businesses indirectly benefit from more stable and predictable EU-Switzerland relations, though no immediate operational changes are expected. Other stakeholders experience minimal direct impact, as the Protocol focuses on parliamentary procedure rather than substantive policy.

The Protocol will now be signed and ratified by both parties. Once in force, the Joint Parliamentary Committee will convene for its inaugural session. The European Parliament and Swiss Federal Assembly will need to appoint their delegations. No further Council action is required at this stage.
