The European Commission has begun disbursing €3.9 billion as the first payment under a tranche of around €6 billion dedicated to drone procurement for Ukraine, part of the larger €90 billion Ukraine Support Loan. The disbursement, announced on 30 June 2026, aims to strengthen Ukraine's defence capabilities against Russia's war of aggression. President Ursula von der Leyen stated that the funds support advanced drone technology, with more payments to follow. Executive Vice-President Henna Virkkunen, High Representative Kaja Kallas, and Commissioner for Defence and Space Andrius Kubilius also issued statements reaffirming EU solidarity.
The payment follows the Commission's first €3.2 billion instalment under the same loan on 25 June, which was part of the Macro-Financial Assistance programme. The €90 billion Ukraine Support Loan, established by Regulation (EU) 2026/467 adopted in February 2026, allocates €30 billion for budgetary aid and €60 billion for defence support across 2026 and 2027. In 2026, €28.3 billion of the defence package is to be disbursed. The Council's Implementing Decision of 23 April 2026 set the annual support at up to €45 billion, split between budget support and defence industrial capacity. The Commission is verifying contracts to ensure funds are used for agreed procurement. Future disbursements will extend to ammunition, missiles, and air defence systems.
The disbursement impacts several stakeholders. For Ukraine, it provides critical military technology to counter Russian aggression, enhancing its defence industrial base and integration with European defence structures. EU defence industries may benefit from increased demand for drones and related systems, though procurement focuses on Ukrainian-made drones. EU taxpayers bear the financial burden, as the loan is backed by EU guarantees and immobilised Russian asset proceeds. Russian forces face a strengthened Ukrainian military capability, potentially altering battlefield dynamics. The support underscores the EU's commitment to Ukraine's sovereignty, balancing immediate defence needs with long-term economic resilience.
