On 8 July 2026, the European Parliament adopted a resolution endorsing Moldova's progress in EU accession reforms and calling on the Council to open all negotiation clusters without delay. The resolution, drafted by the Committee on Foreign Affairs, serves as Parliament's formal position within the enlargement process, evaluating Moldova's reform achievements and outlining recommendations to EU institutions and Moldovan authorities.

The resolution commends Moldova's exemplary commitment to EU accession, noting the opening of negotiations on Cluster 1 (Fundamentals) on 15 June 2026, and urges the Council to open all six clusters promptly. It stresses a merit-based approach and asks member states to avoid blocking negotiations over bilateral issues. The text welcomes the Moldova Growth Plan and the Reform and Growth Facility, highlighting disbursements of EUR 270 million in pre-financing and EUR 207.9 million in additional support. It calls for deeper economic integration into the EU single market, including progressive liberalisation of trade in agri-food products and expanded tariff-rate quotas.

The resolution supports Moldova's withdrawal from the Commonwealth of Independent States and condemns Russian interference and disinformation campaigns. It calls for strengthened EU support for Moldova's institutional resilience, cybersecurity, strategic communication, and independent media. On energy, it welcomes Moldova's alignment with the EU energy acquis, the completion of the Vulcănești-Chișinău 400 kV power line, and the action plan to eliminate dependence on Russian energy, urging full coupling with the EU electricity market by 2028. The resolution also addresses human rights, including gender equality, combating domestic violence, protecting LGBTI rights, and aligning disability rights frameworks with EU standards. It commends Moldova's 88% alignment rate with EU common foreign and security policy positions and calls for continued alignment, including on sanctions against Russia. On the Transnistrian conflict, it supports a peaceful resolution based on Moldova's territorial integrity and calls for the withdrawal of Russian military personnel from the region.

The resolution reinforces the credibility of the EU enlargement process by recognising Moldova's reform achievements. It signals strong political support for Moldova's European path and its objective to provisionally close accession negotiations by early 2028 and join the EU by 2030. The provisions would accelerate legislative and institutional alignment with the EU acquis, deepen economic integration, enhance energy security, and strengthen democratic resilience against hybrid threats. The resolution calls for increased EU financial and technical assistance, including through the Reform and Growth Facility, the European Peace Facility, and future multiannual financial framework allocations. It also supports trilateral cooperation between Moldova, Romania, and Ukraine, contributing to regional stability and the peaceful reintegration of the Transnistrian region.
