The Permanent Representatives Committee (Coreper) will meet on 15 July 2026 in Brussels to advance several key dossiers, including restrictive measures against Russia, Ukraine, and Belarus, an extension of temporary protection until March 2028, and preparation of the Council position on the 2027 draft budget, according to the provisional agenda published on 14 July 2026.
The agenda includes a new item on Russian aggression against Ukraine, with Coreper set to prepare for adoption of Council Decisions and Regulations concerning restrictive measures against Russia, Ukraine, and Belarus. The relevant documents (10019/1/26 REV 1, 10411/4/26 REV 4, 10413/4/26 REV 4 for Russia; 9964/1/26 REV 1, 10417/4/26 REV 4, 10418/4/26 REV 4, 10419/3/26 REV 3, 10420/4/26 REV 4 for Ukraine; and 10024/1/26 REV 1, 10414/4/26 REV 4, 10415/4/26 REV 4, + ADD 1 REV 4, 9969/1/26 REV 1, 9966/26, 9968/26 for Belarus) are to be adopted via written procedure. This follows the Foreign Affairs Council meeting of 13 July 2026, which included an exchange of views on the review of Ukraine territorial integrity restrictive measures.
In Justice and Home Affairs, Coreper will seek agreement in principle on extending temporary protection until 4 March 2028 (document 11375/26), building on the existing protection regime for displaced persons from Ukraine. The committee will also discuss a partial mandate for negotiations with the European Parliament on home affairs financial instruments for the 2028-2034 period (documents 10819/26, 10846/26, 10847/26, 10848/26), and take stock of the Enhanced Border Security Partnership (EBSP) (document 11609/26). In the margins, the Schengen Mixed Committee will hold a policy debate on the same financial instruments.
On Economic and Financial Affairs, Coreper will prepare for approval of the Council position on the draft budget for 2027 (document 11544/26 + ADD 1-2), with a decision to use written procedure. This follows the Economic and Financial Affairs Council meeting of 10 July 2026.
The agenda also includes follow-ups from the General Affairs Council of 14 July 2026 and the Foreign Affairs Council of 13 July 2026, as well as a debriefing and exchange of views on recent high-level meetings with Türkiye.
Among the non-discussion items in the annex, Coreper is set to adopt restrictive measures concerning Lebanon and Ukraine, approve Iran restrictive measures coordination with third states, and adopt the decision appointing the Director of the Authority for European Political Parties and Foundations (APPF). Other items include approval of the ESMA chairperson selection process, adoption of the Agreement establishing an association with Andorra and San Marino, and approval of a letter on Frontex programming document 2027-2029.
The meeting will impact EU member states and institutions, particularly those involved in sanctions implementation, border security, and budget negotiations. The extension of temporary protection until March 2028 provides continued support for Ukrainian refugees, while the new sanctions packages increase pressure on Russia and Belarus. The home affairs financial instruments for 2028-2034 will shape EU funding for migration and security policies, and the 2027 budget mandate sets the stage for interinstitutional negotiations.
