A notice of meeting and provisional agenda published by the EU Council schedules a meeting of the Horizontal Working Party on Drugs for 16–17 June 2026 in Brussels. The meeting aims to operationalise the EU Drugs Strategy, discuss new OECD work on illicit drugs' impacts on well-being, prepare bilateral dialogues, and review the European Drug Report 2026.
The meeting, taking place in the Council Lex Building, will open on 16 June with the adoption of the agenda and an update from the Presidency on drug-related issues in other Council bodies. A key item is the operationalisation of the EU Drugs Strategy, including the approval of Council conclusions and proposed topics from France, Germany, Ireland, Greece, the Netherlands, and Finland (documents WK 5633/26, WK 8378/26, WK 8379/26, WK 8380/26), as well as draft terms of reference (ST 9990/26). The OECD will present its new programme on illicit drugs' effects on well-being (WK 7827/2026), followed by an exchange of views.
a report on the EU-Central Asia Dialogue held on 13 May 2026 will be discussed, and preparations for the EU-China Dialogue scheduled for 22 September 2026 (WK 7829/2026) will be advanced. A research dialogue on new technologies will include a Commission presentation on funding (WK 7830/26) and presentations from the Presidency, Czech Republic, Croatia, and the EU Drugs Agency (EUDA) on artificial intelligence (ST 9994/26, WK 8446/2026).
On 17 June, the EUDA will present the European Drug Report 2026, followed by an exchange of views. The working party will also receive a report from the National Drug Coordinators' Meeting held on 28–29 May 2026 in Nicosia. Germany will present its new action plan against organised crime. A thematic discussion on the Nitrous Oxide Questionnaire follow-up will feature input from Belgium and the Netherlands, along with developments under the REACH regulation (ST 9995/26). The meeting will conclude with a summary of the Cyprus Presidency's results and a presentation of the incoming Irish Presidency's priorities.
EUDA and Europol are invited to participate in relevant agenda items. The meeting advances EU drug policy coordination, operational projects, international dialogues, and research, with key dates set for the EU-China Dialogue and the National Drug Coordinators' Meeting.
