The European Union has strongly endorsed the priorities of Monaco's Presidency of the Committee of Ministers of the Council of Europe, particularly its emphasis on human rights, democracy, and the rule of law, and its commitment to accountability for violations of international law in Ukraine. In a statement delivered at the OSCE Permanent Council No. 1572 on 9 July 2026, the EU also welcomed Monaco's focus on the New Democratic Pact for Europe and on strengthening democratic resilience, as well as its support for enhanced cooperation between the OSCE and the Council of Europe.

The statement, published by the EEAS on 10 July 2026, was delivered in response to an address by H.E. Ms Isabelle Berro-Amadeï, Minister of Foreign Affairs and Cooperation of Monaco. The EU reiterated its support for accountability mechanisms, noting that it recently joined the Enlarged Partial Agreement on the Management Committee of the Special Tribunal for the Crime of Aggression against Ukraine and became party to the International Claims Commission for Ukraine. The EU also called for the full execution of European Court of Human Rights judgments by all OSCE participating States, stressing that Russia must comply with rulings on violations committed prior to its withdrawal from the Convention in September 2022.

The statement aligns with the EU's broader stance on Ukraine and the rule of law. The EU also thanked the Republic of Moldova as outgoing Chair of the Committee of Ministers and looked forward to Montenegro as the next Chair. Albania, Andorra, Bosnia and Herzegovina, Georgia, Iceland, Liechtenstein, Republic of Moldova, Montenegro, North Macedonia, Norway, San Marino, and Ukraine aligned themselves with the EU statement.
