The European Parliament's ENVI committee on 5 May 2026 debated a series of legislative files, revealing divergences on the Carbon Border Adjustment Mechanism (CBAM) downstream extension, a proposed Temporary Decarbonisation Fund, the revision of the Trans-European Networks for Energy (TEN-E) regulation, and the European Regional Development Fund (ERDF) and Cohesion policy.
On CBAM, Mohammed Chahim (S&D) backed broader downstream coverage but favoured an operable compromise. Pascal Canfin (Renew) argued the Commission used too low a carbon price and tabled broader-scope amendments. Adam Jarubas (EPP) warned against widening before the existing regime works. Marie-Luce Brasier-Clain (PfE) questioned selective product choices, while Stefano Cavedagna (ECR) viewed added codes as too rigid. Anja Arndt (ESN) portrayed wider scope as more bureaucracy. Commission's Maria Elena Scoppio defended the narrower selection as proportionate.
On Article 27a (emergency suspension), Chahim, Jarubas, Canfin, Lena Schilling (Greens/EFA), and Lynn Boylan (The Left) opposed it, while Brasier-Clain and Cavedagna defended it. On anti-circumvention, Chahim proposed stronger tools; Canfin backed a country-mix default.
Temporary Decarbonisation Fund
Canfin framed the Temporary Decarbonisation Fund as a short bridge for export-exposed producers; Chahim and Schilling supported export logic. Michalis Hatzipantelas (EPP) described it as filling a real gap. Brasier-Clain and Jorge Buxadé Villalba (PfE) preferred free quotas. Commission's Heiko Kunst warned that explicit export targeting could create WTO risks.
TEN-E revision
On TEN-E, Annalisa Corrado (S&D) welcomed European planning; Majdouline Sbaï (Greens/EFA) wanted stronger governance and exclusion of fossil gas. Brasier-Clain insisted on national choice. Commission urged more European planning.
ERDF/Cohesion
On ERDF/Cohesion, Jana Nagyová (PfE) argued DNSH creates legal uncertainty; Lena Schilling (Greens/EFA) opposed attacks on DNSH. Commission defended the single-fund approach.
