The Government of Assam and the Delegation of the European Union to India launched the Blue Valley Cluster in Guwahati on 9 June 2026, focusing on flavours, fragrances and AYUSH (traditional medicine) sectors. The initiative aims to strengthen cooperation between Europe and India's North-East region by developing ecosystems and value chains in areas of mutual interest.

The Blue Valley Cluster, led by the Assam government, aligns with priorities outlined in the EU–India Comprehensive Strategic Agenda agreed at the January 2026 EU–India Summit. It represents a practical translation of the broader India–EU partnership into regional and state-level cooperation, serving as a catalyst for research, innovation, investment and industrial cooperation between European and Indian companies.

The launch took place in the presence of Assam Chief Minister Dr. Himanta Biswa Sarma, EU Ambassador to India H.E. Hervé Delphin, Secretary (West) of India's Ministry of External Affairs Shri Sibi George, Belgian Ambassador H.E. Didier Vanderhasselt, senior Assam government officials, European diplomatic corps members, representatives of the Federation of European Business in India (FEBI), industry leaders and stakeholders from both regions.

"My visit in Assam is testament to our commitment to the Northeast Region, where we see immense potential in realising the priorities of the EU-India joint Comprehensive Strategic Agenda. Assam is blessed with natural resources and human talent. Its trailblazing spirit to embrace innovation in a sustainable and inclusive way and become a major economic hub and a connectivity gateway makes it a destination of choice for companies." He added that the Blue Valleys initiative will serve as a corridor bringing together European and Indian businesses, building cooperation in value chains while ensuring benefits for people, communities and environmental sustainability.

"Assam's partnership with the European Union reflects our shared vision of building resilient, sustainable, and innovation-driven economies that create opportunities for our people while strengthening India–Europe cooperation." He highlighted potential collaboration across strategic sectors including semiconductors and electronics, defence and aviation, tea, agarwood, organic foods, natural fragrances and flavours, and AYUSH-based wellness products.

Bilateral meeting and MoU signed

A bilateral meeting between Chief Minister Sarma and Ambassador Delphin was held in the presence of Secretary George. The Chief Minister also hosted a roundtable luncheon with FEBI members and the European delegation for direct dialogue on investment prospects, industrial collaboration, technology partnerships, skilling initiatives and business-to-business engagement.

The Assam Industrial Development Corporation Limited and FEBI signed a Memorandum of Understanding establishing a non-binding framework to promote investment awareness, B2B and B2G linkages, and knowledge exchange. The Assam government invited European businesses and institutions, offering support in policy guidance, incentives, industrial infrastructure, land availability and approval processes to facilitate investments, technology partnerships and skilling initiatives.

The programme included a visit by the European delegation to Tata Semiconductor Assembly and Test Private Limited (TSAT) at Jagiroad, providing exposure to Assam's growing role in advanced manufacturing.

Expected impact and follow-up

The Blue Valley Cluster pilot project is expected to demonstrate a new model of sustainable industrial cooperation by connecting local biodiversity, innovation and enterprise with international value chains and market opportunities. It aims to strengthen pathways for farmers, women, youth, entrepreneurs and MSMEs to participate in high-value bioeconomy sectors, promoting inclusive livelihoods, skills development and employment generation. The initiative reinforces Assam's role as a strategic gateway for sustainable trade, investment and innovation partnerships between the North-East and Europe.

The EU Delegation's visit underscored potential for deeper EU-Assam cooperation, with plans for structured business engagements, promotion of private investment, sector-specific dialogues and joint innovation projects to drive inclusive and sustainable growth.

Stakeholder impact

European and Indian businesses gain new investment and collaboration opportunities in high-value sectors; Assam's farmers, women-led self-help groups, startups and MSMEs access international value chains and markets; the Assam government attracts foreign investment and technology transfer.

The MoU is non-binding, so concrete investment commitments remain to be seen; coordination between multiple stakeholders (state government, EU, FEBI, companies) may face bureaucratic hurdles; ensuring that benefits reach local communities and small producers requires effective implementation mechanisms.

Institutional follow-up

The Blue Valley Cluster is expected to be a pilot project, with potential scaling to other sectors and regions. The EU and Assam plan to continue structured business engagements, sector-specific dialogues and joint innovation projects. The initiative falls under the broader EU–India Comprehensive Strategic Agenda and the Global Gateway strategy, which aims to mobilise up to €300 billion in investments between 2021 and 2027 for sustainable and trusted partnerships globally.
