The Council of the European Union (Employment, Social Policy, Health and Consumer Affairs) will adopt four legislative acts and one non-legislative appointment at its meeting in Luxembourg on 29 June 2026, according to a provisional list of 'A' items published by the institution.
The agenda includes an appointment of members and alternate members of the Management Board of the European Food Safety Authority (EFSA) representing civil society and food chain interests. On the legislative front, the Council will adopt a regulation amending the common market organisation (CMO) Regulation to strengthen farmers' position in the food supply chain, a regulation on circularity requirements for vehicle design and management of end-of-life vehicles, and a regulation amending Regulation 2024/1157 to prohibit the export of mixed municipal waste destined for recovery. Additionally, the Council will adopt Omnibus VII – a regulation amending several regulations to simplify implementation of harmonised rules on artificial intelligence (Digital Omnibus on AI) as a first-reading item based on a Commission proposal.
The farmer protection regulation is expected to enhance bargaining power for agricultural producers, potentially leading to higher prices for consumers but improved income stability for farmers. The vehicle circularity regulation will impose design and recycling obligations on automakers, increasing compliance costs but reducing environmental impact. The waste export ban will affect waste management companies and municipalities, redirecting waste to domestic treatment facilities. The AI simplification package aims to reduce administrative burdens for businesses deploying AI systems, particularly small and medium-sized enterprises, while maintaining core safety requirements.
Following the Council's adoption, the regulations will be published in the Official Journal of the European Union and enter into force according to their respective provisions. The EFSA appointments will take effect immediately.
