The Council's Antici Group is scheduled to meet on 9 July 2026 to examine the Presidency compromise text for the Omnibus X proposal, which aims to simplify and strengthen ten EU food and feed safety regulations. The meeting, set for 14:30 in the Justus Lipsius building in Brussels, will focus on the compromise text (ST 11412/26) and a steering note (WK 9779/26).
The proposal amends Regulations (EC) No 999/2001, 1829/2003, 1831/2003, 852/2004, 853/2004, 396/2005, 1099/2009, 1107/2009, (EU) No 528/2012, and (EU) 2017/625, covering areas from animal feed to pesticide residues. The Presidency's compromise aims to reduce regulatory burdens while maintaining high safety standards. Member states are expected to negotiate detailed amendments during the meeting.
The Antici Group, composed of senior diplomats from each member state, prepares the work of the Committee of Permanent Representatives (Coreper). The outcome of this meeting will shape the Council's position on the Omnibus X file, which has been under discussion for several months. The Commission originally proposed the simplification package in early 2026 as part of its broader regulatory fitness agenda.
Stakeholders likely to be affected include EU food producers, who may face adjusted compliance requirements; national food safety authorities, which will need to adapt enforcement procedures; and consumers, who could benefit from more efficient safety oversight. The simplification is expected to reduce administrative costs for businesses while preserving public health protections.
Following the Antici Group meeting, the compromise text will likely be forwarded to Coreper for political endorsement, and then to the Council for formal adoption. The European Parliament will also need to approve the final text under the ordinary legislative procedure.
