The Working Party on External Aspects of Asylum and Migration (EMWP) of the Council of the European Union is scheduled to meet on 15 July 2026 at 10:00 in Brussels to discuss the migratory situation in Sudan, updates on external cooperation, human rights in migration, and Frontex's 2025 third-country report. The meeting, announced in a notice of meeting and provisional agenda published on 30 June 2026, will take place in the Justus Lipsius building and will involve presentations from international organizations and EU institutions, followed by exchanges of views among member state representatives.

Under item 2, the International Organization for Migration (IOM), the UN High Commissioner for Refugees (UNHCR), the European Commission, and the European External Action Service (EEAS) will present on the migratory and displacement situation in Sudan, based on document 11193/26. Item 3 will see the Commission and EEAS update on the state of play of migration policy cooperation with third countries (document 11194/26). Item 4 focuses on a human rights-based approach to migration, with the Office of the High Commissioner for Human Rights (OHCHR) presenting and the Commission providing information; delegates from the Council Working Party on Human Rights (COHOM) are invited to participate (document 11195/26). Item 5 features Frontex presenting its annual report on 2025 cooperation with third countries, followed by a Commission information and exchange of views.

Under any other business (item 6), the Czech delegation will present on the Prague Process Ministerial Conference scheduled for January 2027, and the Commission will present on the Action Plan on the Channel route. The meeting is procedural in nature, with no decisions expected—only presentations and exchanges of views among member states. The agenda updates EU capitals on key external migration dossiers, including the ongoing crisis in Sudan, cooperation frameworks with third countries, integration of human rights into migration policy, and Frontex's operational activities in 2025.

Stakeholders impacted include EU member states, which will receive updated information to inform national policies; the European Commission and EEAS, which will present their cooperation efforts; international organizations like IOM, UNHCR, and OHCHR, which provide expertise; and Frontex, whose annual report will be scrutinized. No formal decisions will be taken, but the exchanges may shape future Council conclusions or external action. The meeting is part of the Council's preparatory work ahead of ministerial-level discussions.
