The European Commission will promote greater transparency in residential property markets and present an analysis of housing price dynamics in 2026, including evidence of speculation patterns and data gaps, Financial Services Commissioner Albuquerque said in a written answer to a parliamentary question on 16 July 2026. The answer, responding to a question from Jaume Asens Llodrà (Verts/ALE), acknowledges concerns that alternative investment funds regulated under the Alternative Investment Fund Managers Directive (AIFMD) may contribute to market distortions and speculative pressures in high-pressure urban areas across several member states, particularly Spain, Ireland, the Netherlands and Germany. Albuquerque stressed that private investments play an important role in supplying social infrastructure, including affordable and sustainable housing, but noted that limited data and lack of transparency on ownership and key real estate transactions hamper public authorities from evaluating such claims.

The Commission's upcoming analysis will address these gaps in full respect of subsidiarity. The answer also points to existing safeguards under the AIFMD framework, including independent valuation, liquidity risk management, and supervisory reporting, with recent reforms further strengthening liquidity management tools and the macroprudential toolkit.

The European Central Bank had highlighted potential macroprudential risks from real estate investments, including liquidity mismatches, in its 2022 Financial Stability Review. The answer does not commit to specific regulatory changes but signals a data-driven approach to assessing whether large-scale residential acquisitions by AIFMD-regulated vehicles are contrary to the general interest. Institutional follow-up is expected in the form of the Commission's analysis later in 2026, which may inform future policy orientations on housing affordability and financial stability.
