The Permanent Representatives Committee (Coreper) adopted its agenda and approved "I" items across three sessions on 10, 12 and 14 June 2026, preparing a series of Council meetings and agreeing on several negotiating mandates and positions. The meetings set the stage for key decisions on the EU's long-term budget, enlargement, energy policy, and legislative files spanning employment, transport, agriculture, and justice and home affairs.

On 10 June, Coreper prepared the Employment, Social Policy, Health and Consumer Affairs Council (EPSCO) scheduled for 29 June, deciding that all items except adoption, non-legislative A items, and incoming Presidency AOB will be public. It also prepared the Transport, Telecommunications and Energy Council (TTE) of 26 June, focusing on post-2030 energy decarbonisation and the Middle East energy crisis. The committee noted the outcome of the fisheries statistics trilogue from 4 June and continued preparing the conciliation position on air passenger rights.

On 12 June, Coreper agreed a revised mandate for the trilogue on plant reproductive material, scheduled for 15 June, and noted the outcome of the trilogue on road vehicle weights from 11 June. In the second part of the 10 June session, Coreper prepared the General Affairs Council (GAC) of 16 June, addressing the Multiannual Financial Framework (MFF) 2028-2034, the European Competitiveness Fund (ECF) with defence research, the Global Europe regulation, and draft European Council conclusions for 18-19 June. It also reached an agreement in principle on opening accession negotiations with Moldova and Ukraine for cluster 1 (fundamentals).

On foreign affairs, Coreper prepared the Foreign Affairs Council (FAC) of 15 June, covering current affairs, Russia's war against Ukraine, the Middle East, EU-China relations, and additional items including Poland's white paper on Russian sabotage, Romania's SEECP Presidency, and a joint Romania/Bulgaria proposal on a Black Sea maritime security hub. It approved the attendance of the Armenian foreign minister for a breakfast session and noted a Commission/EEAS presentation on Russia/Belarus restrictive measures.

On economic governance, Coreper prepared the Economic and Financial Affairs Council (ECOFIN) of 12 June, addressing capital market integration, Russia's economic impact, Recovery and Resilience Facility (RRF) decisions, the European Semester Spring Package, and the Excessive Deficit Procedure. It confirmed agreement on a common system for returning illegally staying third-country nationals, authorising the Chair to inform the European Parliament.

On 12 June (Part 2), Coreper continued preparing the National Recovery and Resilience Plans (NRPP) Regulation for 2028-2034 and omnibus simplification packages. It noted the outcome of the trilogue on omnibus V on defence readiness from 10 June and held an exchange of views on food and feed safety omnibus X.

On 14 June, Coreper prepared the MFF 2028-2034 negotiating box, the NRPP Regulation, the ECF with defence research, and the European Council conclusions for 18-19 June. It also prepared the trilogue on omnibus VI on chemical products, scheduled for 16 June. Under any other business on 10 June, Coreper noted Commission information on the Tech Sovereignty package.

The meetings advanced a heavy legislative and policy agenda, setting the stage for multiple Council meetings and trilogues in June 2026. The decisions impact EU member states, EU institutions, businesses in sectors such as energy, transport, agriculture, and defence, as well as third countries involved in accession negotiations.
