Socialist MEP Nicola Zingaretti has asked the European Commission to investigate whether the exclusive AI music deal between Spotify and Universal Music Group (UMG) violates EU competition rules and threatens cultural diversity. In a parliamentary question submitted on 9 June 2026, Zingaretti warned that the agreement between the world's largest streaming platform and the leading music label could shut out independent artists, small labels, and non-UMG producers, potentially triggering a formal Commission probe.

The question, addressed to the Commission, raises three concrete concerns. First, Zingaretti asks whether the deal constitutes an abuse of market dominance that could foreclose competition, and whether the Commission intends to open a formal investigation. Second, he argues that the 'turning one song into ten thousand' model — allowing AI-generated covers and remixes — will drive down artist incomes, penalise originality, and undermine financial support for creators. He asks what measures the Commission will adopt to counter this. Third, he queries whether Directive (EU) 2019/790 on copyright in the Digital Single Market and its compensation mechanisms apply to such AI-driven business models, and if not, whether the Commission will propose a regulatory revision.

The question signals growing unease among EU lawmakers over the rapid integration of generative AI into music streaming, pitting innovation and market efficiency against the protection of creators' livelihoods and cultural diversity. Zingaretti's intervention targets the core tension between the commercial interests of dominant platforms and labels, and the EU's stated goals of fair competition, cultural pluralism, and artist remuneration.

The Commission is expected to reply within approximately six weeks. Its response will indicate whether it views the deal as a competition concern warranting investigation, or whether it considers existing copyright rules sufficient to address the AI-generated content challenge.
