MEP Alexander Jungbluth (ESN) has submitted a parliamentary question to the European Commission demanding a complete breakdown of all known cases of alleged misuse of Recovery and Resilience Facility (RRF) funds, citing multiple EU reports documenting widespread irregularities. The question, filed on 13 July 2026, targets the Commission's oversight of the €800 billion facility and challenges its refusal to penalise Spain over an alleged €10 billion misuse.
Jungbluth points to the European Public Prosecutor's Office (EPPO) 2025 annual report, which identifies 512 RRF-related cases, and the Commission's own 2024 fraud report, which notes 34 potential cases reported to OLAF and 40 cases OLAF informed the Commission about. He criticises that OLAF's annual report lacks a complete list of known cases. The MEP asks the Commission to provide a full list of alleged RRF misuse cases, broken down by project, volume, year, and Member State.
In a second question, Jungbluth challenges the Commission's claim that the RRF framework ensures protection of EU financial interests through 'strict checks', citing Spain's alleged misuse of at least €10 billion to shore up its budget. He asks how the Commission intends to prevent such misuse going forward. The third question accuses the Commission of not being committed to protecting taxpayers' money, given its refusal to impose penalties on Spain.
