The European Union and Ukraine opened accession negotiations on the 'external relations' cluster (Cluster 6) on 16 July 2026, covering foreign, security, defence, and trade policy alignment. Irish Minister of State for European Affairs Thomas Byrne, whose country holds the EU presidency, said: 'Just one month since the opening of Cluster 1 and two weeks into the Irish presidency, we have today reached another milestone on Ukraine's EU membership journey by opening another key negotiating cluster, on external relations. This is a testament to the country's commitment to move forward as quickly as possible. In today's challenging times, enlargement is a strategic investment in peace and security, stability and prosperity for both the EU and Ukraine.'

The opening of Cluster 6 marks the second cluster launched since the EU formally opened accession negotiations with Ukraine in June 2024. The process remains merit-based, with Ukraine required to demonstrate full alignment with EU acquis and standards. The next steps will involve detailed screening and negotiation of individual chapters within the cluster, with further accession conferences expected under the Irish presidency.
