The EU's Permanent Representatives Committee (Coreper) will meet on 15 July 2026 to advance several key dossiers, including the Council's position on the 2027 draft budget, home affairs financial instruments for 2028-2034, and an extension of temporary protection for displaced persons until 4 March 2028. The meeting, scheduled for 09:00 in Brussels, will also adopt restrictive measures on Ukraine and an association agreement with Andorra and San Marino.
According to the provisional agenda published on 10 July 2026, Coreper will prepare for approval of the Council's position on the 2027 EU budget, with a decision to use a written procedure. On justice and home affairs, the committee will seek a partial mandate for negotiations with the European Parliament on three regulations covering Schengen area support, asylum/migration/integration, and internal security for the 2028-2034 period. It will also take stock of the Enhanced Border Security Partnership and agree in principle on a Council implementing decision extending temporary protection (from Implementing Decision (EU) 2022/382) until 4 March 2028.
Under non-discussion items, Coreper is set to adopt a Council Decision appointing an EU Special Representative for the Sahel, as well as a Council Decision and Implementing Regulation concerning restrictive measures on Ukraine. It will also adopt a Council Decision on signing and an agreement in principle on concluding an association agreement with Andorra and San Marino. Additionally, the committee will note information on actions for annulment related to restrictive measures on Belarus and Ukraine and approve third-party attendance at several working parties.
A Schengen Mixed Committee meeting will be held in the margins at 10:15, featuring a policy debate on the regulation for Schengen area support, border management, and visa policy for 2028-2034.
